The ones you want as soon as you can are quick shot, fire fall and scorched earth.  Whipline and standoff are less important and can be put off for much longer.  Since you want triple threat to proc as often as possible you definitely want that HM skill as a high priority.  And tiger is the way for fire gunners.

First off, this should have been in the gunslinger section, not general chat... in fact, I'm sure you could have found a lot of the answers there.

 

However, to answer your questions...

 

HM SKILLS:

-Quickshot (RMB), move 1 (increases chance of Triple Threat to proc) <- EXTREMELY IMPORTANT FOR FIRE GUNSLINGER!!!

-Whipline (E), either move (gives you health if you dodge successfully with E)

-Standoff (1), move 1 (lowers cooldown for your counter by 3 seconds) <- useful defensive skill, good for Snowjade Fortress especially if you plan on doing Weeklies

 

SOUL BADGE:

-Holy Fire (Every time you fire an explosive shot with F, the odds of Triple Threat to proc go up)

-Limitless (fuse Holy Fire and Courage badges, adds a cooldown reduction to V with every Triple Shot)

 

MYSTIC BADGE:

-Skyrift (extra damage on first hit of Bulletstorm when Tombstone is active)

-Enigma (Firefall boosts Unload damage for 6 seconds) <- recommended if doing pure unload build

-Aransu (too many effects to mention) <- get this one eventually =p

 

As for the bracelets, most people suggest Tiger... so do that =p

 

And that's pretty much it. Yes, if you like bursting with Bulletstorm, you could go with Primal Force for the 2 extra seconds on Tombstone... but let's face it, Holy Fire is just overall the best soul badge to have. The bigger downside to Fire Gunslingers is the RNG of getting Detect Weakness (aka crosshairs) to appear to allow you to use Triple Shot and quickly build explosive rounds. However, with both the HM Quickshot skill and the Holy Fire soul badge, you maximize the odds of it happening. Even if you get the Primal Force badge for the 2 extra seconds, you aren't going to be firing off another round of Bulletstorm in time... it's mainly for insurance to make sure you get all shots off. Even then, Tombstone has a 1 minute, 30 second cooldown. What are you going to do in that time? Keep shooting and hoping for more Triple Shot and Unloads. For the utility alone, Holy Fire trumps all other badges... but on top of that, Unload is going to be your primary DPS in fights - the more you shoot, the more your DPS. So Holy Fire gives you the most bang for your buck (literally).

 

As for HM skills, Quickshot hands-down is your priority, pretty much for the same reason - more chances at Triple Threat, more explosive rounds. You preferably want to use the move 1 variant of Quickshot for HP drain as well for survivability. Speaking of, Whipline is your main dodge and, if you have the HM skill, you get a heal if you time your dodge well. 1 is a bit lower on priority, but being able to block incoming attacks is useful. It's also your main orb-blocking skill for Snowjade Fortress (and eventually, Twin Asuras in VT) and getting that cooldown as low as possible will be useful.

 

Mystic Badges are up to you. A Pure Unload build (who doesn't ever use Tombstone) would prefer Enigma, while those who would prefer to use a bit of Bulletstorm might prefer Skyrift. In the end, we all go Aransu (when we can do VT).
