If you feel like you are being bullied or insulted you can make support ticket about it. It is not supported to bully someone so you have the right to report such people. Not sure though how much they will punish such players or will they just give warning.

I'd hope its consistent by many people instead of just one harasser you could easily block and be done with.
Otherwise, making a complaint over repeated instances from one individual seems rash
