This costume was part of the masters pack during launch together with the QuickDraw, so i highly doubt they will add it anywhere unless they want to p* off half the players.

Its exclusive to founders i believe it was said somewhere, so it shouldnt ever visit the f9 not to mention its one of the few outfits u can mail around for freeee even after u wear it at a few coppers.
