How do I get the Hongmoon Secret Technique?

I have an Assassin and I am searching the net trying to figure this out.  Can anyone tell me how to unlock this skill?

Seems to be an achievement unlock for skills...looks like those achievements are not yet available as the skills section in the achievement window is empty.....Gotta wait for more content to be released sir/ maam...

But in all seriousness, this is for later content. Achievements for your skills will be available later on which you have to do to unlock the certain skills.

Don't know when it's coming but just gotta be patient.
