Are Zaiwei Raffle Gems still useful or I can sell them?

Doubtful.  I won the 30 fusion stone raffle and got them the day after the patch.  They also announced all the main raffle winners as well.  They might still be handing out rewards but pretty sure raffle is over.  You can hold onto what you have until they antique them just incase but I wouldn't waste on left over festival tokens on them.

The raffle has completed and the rewards have been sent to those who won. Go ahead and sell the Raffle Gems or you can wait until they get antiqued and sell them then.
