There are some Silverfrost Secret Techniques that drop in Heaven's Mandate too. Dunno if Silver Cauldron in particular drops there but I know Forgekeeper does (I got it myself). But yes, Lair of the Frozen Fang is the Brightstone Ruins of Silverfrost for recipes.

I sold mine for 10 silver on the marketplace. Just push F5 and purchase from there. It's super cheap.

Actually I just found it on the marketplace for 90 silver. Lucky me ;-)
