How do you get weapon skins?

You can use any of the dropped weapons in game as a weapon skin. Others you can buy from the Hongmoon Store.

How do you put it on your weapon?

Same window as upgrading your weapon. The weapon upgrade window should have 3 tabs: Preview, Evolve, and Glamour. Click on glamour. You can change the look in there.

Which weapon would I need?  I'm a warlock

You can only glamour weapons with their own type. So for example, a Blade Master sword can only use other Blade Master swords but not Lyn Blade Dancer swords, even though they have the same model/icon. Since you're a warlock, you can only glamour your weapon with other razors. You'll need to unseal the weapon first before it'll let you use it for weapon skin.

Yes, for your Warlock you can use ALL razors.
