Purchasing Ncoin to activate Mailing System

Hello, I'm new to NCSoft games 

I don't have a credit card or a paypal 

and the mailing system requires at least buying NCoin once 

my question is, if I bought Ncoin via "use Serial Code" 

will that register as a Purchase and activate Mailing System?

i'd like to know this too. is it intended that i have to charge ncoin to be able to mail items or is it not intended?

I've spent n coins but i cant send to my alt characters only other users

didn't spend ncoins yet, just loaded it up and the mail system is activated

How exactly do you do that?
