Can some one elaborate? Not sure if it is a bad translation or not. Aren't all FM skills "ranged"?

What do both of this skill percs mean exactly?

The increases ranged attack speed means that the projectile itself is quicker. Increased attack speed means the recast time is decreased. Google translated skill descriptions, good luck figuring them out. :x

Increase ranged attack speed = increase projectile speed, the fire ball or ice ball.
Increase attack speed = reduce cooldown on LMB/RMB down to ~0.6sec from 0.9-1sec, meaning u recast LMB/RMB faster.
