how do i aquire a bracelet?

You can attain it from 24 man, which is the E-fleet. 

The drop rate is random, but it isn't a rare drop.

Just do remember that Siren bracelet comes with different stat, so you might want to get a new one again if the existing one isn't your preference.

If you open your map in game and click on the (+) by the dungeon (any dungeon) it will show you all the drops you can get.

I don't think there is any purple bracelet at the moment, unless you mistook Siren Belt (purple) for Bracelet.
