I'm in NA and in queue for Mushin right now. So for me and about 2-3,000 people I'd say no it isn't true, at least in NA.

somethings going on, marketplace stopped working, video qulity got bad some how, reloged and stuck in a 8min queue well past its time

This wouldn't really surprise me, seeing as a premium queue has only gone UP for the last hour on Poharan. Maybe something is up.

That said there's 11k Blade and Soul viewers on twitch right now so they're watching something.
