Master Hong letter bug

I accepted letter from master Hong on my second character, and when i tried to start the quest it only displays the letter not giving me any items or starting the quesr. Pls fix this or just give me promised items.

But Pikutik is my secod character i made and hes not my main. I just accepted letter on my main character DeadlyWenom and the quest doesnt start. Pikutik is character i made when i got lvl 60 cupon and i didnt accept letter on that character. Can u pls explain.
