Assassins getting RNG evades out of stealth

It happens a lot in the arena for out of stealth assassins to dodge skills because of RNG evade. This only happens with assassins, not with other classes. Is it working as intended or is this a bug?

It's suppose to happen, usually when there are evasion stacks that is caused when the assassin uses some abilities

Its not "some abilities" and there are no stacks. Using our 1 dash and not getting stealth from it gives us a 99% chance to evade the next hit.

just for clarity all evade buffs in arena:

 

sin:

50% while in stealth

99% for 1 second after not getting stealth with their 1 dash

10% for 8 seconds after not getting stealth with their 1 dash.

 

kfm:

agility buff: 5% evade per stack. gains 1 stack on resist with q/e or ss. on 3 stacks they gain 100% evasion for 6 seconds.

 

fm (does not apply to arena but to 6v6 and open world, since in arena base evasion and block chance are 0)

divine veil stage 2 tier 4: reduces enemy accuracy. higher chance for rng block and evasion from gear.
