Catalyst Omega
When I purchase Ncoin from Ctrl + C (Currenty exchange) and they are changed into Hongmoon Coins does that mean they're premium points? If I press f10, go to the Hongmoon Coin section, Click Services and the Additional Slot voucher says "Price: 400" "Premium Points: 4,000" I'll only need 400 Hognmoon coins to purchase the Additional Slot Voucher? Or I need 4,000 Hongmoon coins to purchase the Additional Slot voucher?

Lurkios
Hongmoon coins work essentially the same as NCoin. You can purchase most of the same stuff for the same number of Hongmoon coins as NCoin. The Premium Points you gain, so for spending 400 Hongmoon coins you gain 4000 Premium Points towards perks if you have premium.

Yamyatos
Ncoin basically equal Hcoin, the only difference is that you cant buy premium with hcoin (and most likely a few other small items). Other than that they are the same. The item always say it costs Coins (for example 400) and GIVES premium points (which is 10x coins, so 4000 in example). The premium points are what gives you level ups to your premium levels.
