Pentagonal Ruby Gem - 1 critical hit on attack

So I've looked online and based on KR information it's a buff that boosts your crit chance to 100% for 3 seconds, but only 1 hit will be a guaranteed crit.

So does that mean the other hits won't crit? Can crit but not guaranteed?

 

Is this better than 180 flat damage on ruby?

the 180 damage is not on every attack it has a  chance of adding 180 damage to you  first attack and then goes on cd for  some time
