Is it found in Chapter 17 to? What?

So I was wondering if you could get this outfit in Chapter 17 since it says Chapter 17 yet I'm in Chapter 27... I'm confused.

Most likely a tooltip error, you will get the costume once you finish the chapter

It's probably just a typo. You'll get it for sure, though.

Actually, you can get both of those outfits for valor stones, I don't remember exactly which town. Maybe Yehara's Mirage ?

Saw many rewards for lower level then quest level also so wouldn't  assume that the 2  correlate to each others. Example i got a soul shield from blakram set mark lvl 7 in jade village which is more for mid teens.

At the end of one of your quests you choose between the 2 outfits. 

(It shows the quest/chapter for it, unless a typo. However keep in mind, the chapters do start at 1 for a new chapter.)

 

Also if you look, your "main story line" is 27, and the icon looks to be from a side quest on the outfit. (Blue quest icon.)
