Trouble with Soul Burn

i've come back after being away for about 9 months and i now find that my Warlock can't cast Soul Burn that will effect my fellow party members and a solo version of Soul burn affecting only my Warlock.  Any ideas or suggestions.

check thru your different specs, there are 3 choices for every row

I haven't had any problem with soul burn on my warlock, but don't remember what slots I used in each row

Yeah you just dumb and haven't read your skills, skill issue = read issue
