Is the Musician Reinforcement Package ever coming back?

Hello. Newbie here and I was wondering if the Musician Reinforcement Package and Manifest Soul is ever gonna become available again. Someone told me that it's free or costs 0 Hongmoon coin and it contains high tier items when you become level 60.

You can buy it regardless what level you are, you just wont be able to equip them until you level the character. Asside that it might come back but nothing is sure.

nope, it is "sold out" since almost 2 weeks. I started about that time and it wasn't available to purchase.
