For 4th Anniversary there were few rules you had to be met, account had to be created before 10:00 a.m. PST, January 13, and should have at least one level 10 character on it. And from January 22 you were able to claim them. 

 

If you registered for the Shadow Crusade Costume Pack, you should go to your account, apply a code that is already in your account, to claim it.
