Midnight Skypetal Plains 24 man dungeon, you either collect the green bush items and combine them (I think you can also get it from the chests)

Midnight Skypetal Plains raid is the number 1 place to get them as you get the fragments (which are green plants, of which you need 20 to make a flower) from daily quests there as well as from the boss.

You also get 5 fragments for completing the daily challenge.

You can exchange heavenly energy for the flowers as well.

And finally, the flowers are also on the current daily dash if I'm not mistaken.
