New briar patch stage 3

It's hard for me to test but does anyone know if Briar Patch stage 3 recovers three focus on every tick of briar patch or 3 focus on every hit on enemy standing in briar patch?  If the latter is the case then does it apply to party members and non-party members?

3 focus on hit of the enemy so the target has to stand in it and get hit and its only for you not party
