How can I get these costumes?

first pic "noble of the sea" drops from hae mujin in bloodshade harbor. but like any dungeon drop rate is low.

second pic "starling" from the reward chest from your faction daily in misty woods. u have to kill blackwyrm in a party and with your faction uniform.

Correction for starling (second picture):  From completing the quest you get a total of two boxes -- one from the blackwyrm (requires 2 misty woods keys to open) and a second from the quest (requires only one misty woods key) . Both have a chance to get the item.
