Can you relevel the faction on level 50?

I remember back at the time you could not level the faction if you hit level 45. The Cinderlands daily did not give you anything, and Moonwater planes quests could not be initiated, because rank was too low. Is there a way now to switch the faction at level 50 and grind the rank back up to be eligible for the SSP?

You just have to do faction quests that gives contribution points to rank up.  I didn't do a single faction quest on my alt until I was level 50. I started doing Cinderlands on my alt to get to rank private (Cerulean) then started doing SSP.  Now I'm less than 1000 points away from being Master Sergeant (100 PP mark) since SSP dailies gives so many points.
