Even they don't know the date yet so I doubt anyone can give such a date. Tho they did mention they are closing in on solving their issue with profile pictures. As soon as they know the date they will inform us about it.

well i am sure i am not gonna play this game for (ages) so i don't want it to take (ages) to be fixed ,,,, they really need to give us a date or tell us it will never be fixed ... make up u'r mind ncsoft plz ?!

When the devs fix it ncsoft will know until then no ETA.

And the option itself is not broken, they disabled it intentionally because players were uploading inapropriate pictures / gifs.

 

So...blame the players and not the publisher.
