[BUG] NPC Zaiwei Achievement Merchant Ki Yeowun not found

So I went to Zaiwei to exchange my "Reclaimed Secret Technique" but the NPC Zaiwei Achievement Merchant Ki Yeowun is not there.

yes. they issued a statement saying prices were bugged when first released. they had to disable it. I want to say they estimated fix time was a week or two? id have to dig it up

how many achievement points is needed to tlk to the vendor?

none to talk to him. depending on the item though it ranges. i think ive seen ppl mention 1.2k achiev pnts for some of the stuff
