Why do the NPCs have such crappy textures?

My settings are all at max, but for some reason NPCs have really bad texture placement, such as their neck seams not connecting properly with the rest of their body, and for the love of god, they have flesh mittens for hands i.e. no fingers. I don't remember this back when I was playing at the Russian and Chinese servers.

My NPCs look normal, are you sure you didn't accidentally turn on optimize for combat? Cause that's the only time mine get mitten hands.

In the settings, your Character View Distance should be at 5 for max quality for NPCs.

 

I wondered why they had mitten hands too when I had my Textures Setting at 5. But apparently it's the Character View Distance Setting that affects the NPCs' quality.
