Frost Sheath issue

Hi guys, I'm wondering someone has experience about this before.

 

No, I'm not talking how to trigger FS.

 

Rather than that, I'm talking about why does it not trigger even though the skill is released within the time frame.

I mean, when an AoE skill is going to unleash within 3 seconds, I pressed V and one second later, poof, got hit.

I believe this is not any sort of ping issue either because even though that I've pressed V, the white dandelion icon above your character did not shows up at all, even after the Frost Sheath animation has completed.

 

I find this issue occur more often when you have more than one FM in your party, when another FM used his/her FS, for even after 3 seconds of the Frost Sheath, you can't use yours because your Frost Sheath will only undergo the animation but not the effect itself, thus no protection. 

 

Another problem is, when a FM used his Frost Sheath slightly earlier and I can't overlap it either, as stated, animation performed and effect not found.

 

Is there anything that I'm unaware of?

If there is another FM or KFM and they used it(KFM has it too) in under it's CD(30 sec) your will not trigger as the skill has global CD.
