I have to buy it with pvp Beans? and how do I get the other final Tier skills or they are not available yet?

ye, you learn that skill from eating Royal Zen Bean (cost 5000 zen beans or 4500 with Premium)

Oh u hv to eat the bean... I thought there is a npc somewhere that u buy it from with the royal Zen bean lol
