Using "Name Change Voucher" to trade a Name

My housemate did the same thing as the OP, paid for a name change voucher to transfer a name when she changed her main from force master to summoner and was rather upset when she thought someone had quickly beat her to renaming a new character.

 

The blame shouldn't be placed on the OP for not knowing beforehand that he should google it when logically there is no reason to assume that it would lock the name and as he said there is no warning about it on the name change voucher.

 

I did read somewhere a CM saying it was to prevent name selling which doesn't make much sense to me since a name seller wouldn't be using the name on their main but on a lvl 1 character that they could delete.
