Unable to Use Chat

I just started playing today. I'm playing on a Free to Play account, on my first character. I just hit level 10. I'm unable to send whisper or party chat to friends, and we're not sure why. There's no message restrictions that are popping up, nothing is saying that I'm too low level, or on the wrong account type or anything.  

I searched the forums and it appeared that there were some chat issues after the latest patch. All of the posts were from eight hours ago, so I assume they were resolved and this is something else entirely. 

 

Any ideas?

It's a known issue to them already, check their twitter more often and you can see if it's a known issue or just you.

i think chat opens back at lvl 11  ncsoft messed up and blocked all chat options below lvl 11

Why you want to chat so bad at lv 11?

maybe relog will help.

sometimes if chat is broken relog will do the fix^^
