Uh, can some one tell me how the hell i get acces to the daily of Tomb of exile? im lvl 45 and the guy who is supposed to be standing at the entrance never been therer? do i have to complete another quest first or...?

it starts as a blue quest in yehara's mirage (not inside the dancing gnarlox, but the town). One of the guards wants you to check on a missing brigade or something like that.
