Selling In Marketplace?

Out of curiosity, Is there any level requirements to be able to sell things on the Marketplace?

I believe it should be 15

There is a L15 quest in Jadestone Village, when/where you can also start your professions.

some people said they can use it at lvl 16 once they got 15, that's why I wasn't sure
