I did not get one while leveling unless I missed it somehow. It seems the only way to get them is to buy from marketplace or craft them yourself.

No quests, it is only craftable. And of course, sold in the AH once it has been craftable ... Good luck in getting one though, most of the server is stuck in progression as a result of the high farming rate needed. But no worries, as long as you farm, you will get it soon enough~!

You used to be able to get a stone in one of the surveys while leveling up but they took it out. You would still need one or two others to use on your hongmoon jewelry though.
