Buff Food not appearing and when it does is not the full time limit

Buff food that states it is supposed to be for a 30 minute time limit is not.  It is actually counting down from 9 minutes.  Is this a bug?  The buff food I am using is "Hajoon's Mild Hongmoon Noodles".  It states "Increases Max HP by 20% for 30 minutes"
