Can't add additional page to the Martial Tome

First I thought it's only problem with new Musician class, but I tested other characters and it's not working on any classes.

 

When I click on plus sign in the Martial Tome, nothing happens.
(If I remember correctly, there should be prompt window asking for Training Expansion Voucher.)
