Windwalking Quest Problem

Sooo I was doing the Old Man Cho's quest "Hit the Ground Running" and I spotted the bug, that even when I had the serpent jar in my inventory the Old man Cho doesn't appear. Well, it looks like it wasn't a bug, I had a jar, but not in my inventory, it was in my storage. Well but before  I saw that, I already deleted the quest. Now I have a quest item but don't have a quest, and I can't find where to accept it...

Same here any solution ?  I cant find quest letter  or any npc to take that quest again and cant find old man chou though I have ther serpent bell in my inventory
