i bought this swimsuit, but no head piece, also checked f3 not even available in that section

That's because, like Summer Saga, it's actually a face adornment. At least, that's how it is with the Summer Glow Hairpiece, which is female characters only. If you're talking about the  Summer Glow Headband, which is male characters only, then maybe you didn't get it because your character isn't male?
