missing out on so much revenue not putting all past constumes in the store exceptance of limited edition or special event costumes 
would make so much more money and people could actually purchase their outfits having the same old crappy outfits in the costume section is getting tired old

Because selling them like this (albeit I don't agree with the scarce number of costumes they sell on their rotation), is the smarter way to sell this. You don't see phone operators sell you 2TB of data all at once, right? They spread it for the exact same reason. If you can't only have certain items up for purchase, the chance you'll buy them is bigger. Afterall, most people can't drop 10k euro all at once and get all the costumes they want, which would lead to frustration, complaints similar to "you have so many things to sell, why not sell cheaper" and a bunch of other issues which are better off without a highlight. Remember that troves and costumes/consumables are the bucket that keeps the boat from sinking. You'd want that bucket to degrade as slowly as possible ;)
