That is the start time - they are saying approximately 8 hours from that start point :)
So right now there should be about 4 hours and 30 minutes left, if they don't extend due to unforseen problems :)

Starting on December 6, 4:00 AM PST / December 6, 12:00 PM UTC, all servers will undergo maintenance for approximately 8 hours. An in-game notice will be given 30 minutes prior to the maintenance starting.

 

about less then 3h more from now. If there will be no extended time.
