Destroyers can be good in both PvE and PvP, but it does require a lot of items to be on par with other classes when it comes to dps in a PvE situation.

PvE : Up to a certain point (pre raid gear), you must be the most geared player in your group to be the top dps and even some undergeared Assassins, Blade Dancers, Force Masters and Warlocks will be able to do more dps than you do, even if you're playing properly. With Skybreak Spire Soul Shields, Destroyer's dps end up being good enough, but it does require a lot of dedication to end up there. Both builds (Earth and Shadow) are viable in PvE, which isn't the case for every class, but Shadow tends to require a bit more gear to be as good as Earth.

PvP : In arenas, Earth Destroyers are good enough on their own and can certainly overcome many opponents. If you have low ping (100-125ms), have good reflexes, and is an above average PvPer, you should have any issues getting near or above the gold rank. No wonder it's one of the top classes: It packs a lot of crowd control while offering a good mix of offensive and defensive skills. Sadly, the other build (Shadow) lacks focus regen, which means you always end up dry and unable to cast your abilities, so overall, for Arenas, there is only one good build. In 6v6, this is another story and both builds are doing great, but as this game mode is based off you current gear, you'll have troubles doing anything unless you're geared enough, which could take weeks or months.

As for the Summoner, in itself, it is a simple enough class to play. For PvP, it offers a lot of defensive options (invisibility, defensive shields, healing) and most players find it annoying to fight. While a better player will most probably beat you, you can deal with a lot of players in Silver rank simply by mashing your keyboard. For PvE, it's a good class that brings some utility in group and raid (healing, defensive abilities and such). While played properly, it can do a lot of damage.

It all depends whether you prefer to play an "in your face" or more laid back character. Both are perfectly fine, but if you're unsure and love both classes, you should probably go with the Summoner as it's better early on.

Also, I don't want to be turning you off from the game, but as most Korean MMO, this is a grind heavy game. If you love raiding but cannot invest a lot of time in the game (15-20h per week), it will sadly require a few months of grinding to be raid ready.
