BNSBUDDY concern and possible hack issue

I don't use it but one of my friends shared it. Does anyone know if this is legit?

And what do you mean third party tools? People use BNSBuddy because of lag issues. 

 

Edit (Don't wanna add a bunch of new comments): It might be from a third party, but if it all does is help people actually be able to play the game so they don't dc, I don't see the problem it in.
