Wind Walking Quest Abandonment

I abandoned the quest, "Hit the Ground Running," because the step that said "Obtain the Evil Ox Horn" was crossed out, when I did not obtain the item. I haven't received another letter from Old Man Cho since. Can anybody help me out?

Go to quest, look at the letters, take the quest. If there's nothing there, RIP your life...
