Q, E iframes bugged or nerfed? I'm lost.

Hi,

Is anyone else having issues with Q, E iframes? They barely/don't respond when I use them (KFM).

I'm BD and they're definitely bugged, Q,E and SS. They're not showing up on cooldowns anymore and take long to respond.
