Returning player starting over

Hello, I am thinking of comming back to the game and I want to start fresh. I used to play on starfall crater but I am unsure of how the population and toxicity is there right now so I will probably start on new server too. What EU server and which side would you guys recommend for someone who is mostly interested in pve and is looking for frendly players? I would prefer the server to have big population, but I wouldn't want to go on Windrest which from what I read is the biggest EU server.

I heard group 3 is the smallest international server out of the three groups so if you do not want to join Windrest then I would recommend Greenhollow/Spirit's Rest/Hao Disctrict/Cardinal Gates to join on Cerulean order. It is (for now) the dominant faction.
