Blade master Dragon Tongue?

I was wondering about the Dragon tongue combo, my Blade master has the proper paths save for the HM ones so i am not sure fi that is why i have a 3 sec average CD or if i am doing something wrong, Can someone tell me if i need those for the zero CD or if there is a timing thing?

spec your lunar slash into left branch. Hit enemy with it and you will have 3 sec of no cd dragon tongue with aoe effect.
