Low fps in this game but other games runs well

I can play starcraft, overwatch, diablo 3, league of legends on max settings in 1080. However, in blade and soul I merely get 12-14 fps and it's so unplayable even at low resolution. What seems to be the problem?

Something software related.
For some reason some people have atrocious performance in this game despite having a good pc.
