Account locked

My account was locked and i don't know why...when i try to log in i recive  "Due to suspicious activity, this account has been locked. 
Please contact support at appeal@ncsoft.com. "

And i can't submit an ticket because i can't log in with my account,i can't create a new game account and a forum account...

My brother has made his account right after me and I did the same and his blocked.

That's the reason,because i create two account on the same IP addres?
