BiS PVP Shields ATM?

As tittle says whats the best combination of shields atm for pvp? some people have said 1 3 7 challenger rest legendary, some said 3 6 7 challenger and rest legendary. What do you guys know/think?

For KFM and BM I personally think 3 Raven and 5 Elder are best, but since I am not really into PvE enough for that I go 3 challenger instead. It mostly depends on if you want the 15% CC damage boost or the really good Raven skill boost. I guess you could also go full Raven for an offense build and fuse the needed crit def into that, but again, the cost... @.@'

 

oh and I use 1 6 7 Challenger.
