Chi burst (heal) bugged?

Hi there, i just reached lvl 42 and im very surprised by my new ability chi burst.

I spend 3 points on Stage 1 tiers 3 and it seems to does not work like the tooltip say.
I only get the inital heal of 10% but the 40% heal over 20 seconds doesnt work.

I have tried with the stage 2 tiers 3 and its the same. 

Anyone knows about it ?

The healing over time is only for party members, not the user.

So this spell make this classes excellent for PvE and group raid stuff but weak in pvp and solo  .
Am i right?

In PVP and solo it is excellent to use it if you need to back away when the fight is moving towards your opponent momentum, because of the 60% increase in movement speed. 20% or 30% health recover while increasing movement speed is actually very good. It is similar to assassin technique of stealth to make your opponent follow your momentum, but SF can still heal while doing that.
