What's the latest on in-game Mail?

I read some fairly old posts about the rules surrounding in-game mail and the contradiction between NC's statements and reality.  What's the current status?  How do you transfer items and gold to alts in the mail?  Do you both have to be at a certain level?  Is there a limit?  Do you really have to buy something using NCoin before you can mail to alts? to anyone?

You can use the mail system when you spend at least 1 Ncoin.

 

You can only mail account bound items to alts. You can mail costumes which are from the item mall if you purchase special mailing stamps.
